I drove that last week. IIRC it's technically a lane for 'slow vehicles.' (not truck specific) So if your going slower than the regularly flowing traffic it probably IS legal.
With that said, I smoked a bunch of dumb left lane hoggers with it anyways. (driving a minivan)
