Put in a claim with the construction company and the City. The name of the company doing that job is Burtech Pipeline, they are local. I work for a competitor and we receive claims like this all the time. We don't always pay for them but when it's valid and the person is diligent we pretty much have to pay. Put a claim in to the city of SD for the Harbor Dr. Trunk Sewer Project. The contractor has an obligation to indemnify the City and if you don't give up on it they should have to eventually pay you for the damages. Get some pictures of some especially crappy trench work with un-maintained potholes and submit it with your claim. Good luck!
