No. Normally, these 2 options are disabled during the process of copying the maps from DVD to internal HDD, but should be restored after CIC restart, at the end of the process.
If you try to start the process and don't finish it (wrong FSC code, or other resons), these options will remain unavailable until you finish the update process.
