Mine work perfectly too. The passenger seat one, i believe utilises the occupancy sensor in the seat. So if it detects no one in the seat then it won't give you the seatbelt. Think it also says this in the manual.
If its still not working, i'd hazard a guess that it may be this sensor at fault and as such, a warranty issue.
