I didn't read the whole thread, so pardon me if someone said this already.
What about a magnet? You've seen flat, flexible, business card sized fridge magnets, calendars, etc. The material is available in larger sizes. I don't know about thickness and magnetism. Make one the size of the license plate and install it on the backside of the bumper, (skin). Apply some felt on the back of the plate to prevent scratching. If it is strong enough it will hold the plate securely but allow removal.
