The ipad3 is only recently released, the next apple announcements will be iphone related for sure. I think its going to be a good while before we see an ipad4.
I own both an ipad v2 and v3 and to be honest, whilst the screen is nicer, I'd save money and buy a 2, there are some better prices around.
