In short, it'll give you the ability to control the flow of the exhaust which will affect the sound.

valves closed: favors mufflers with some flow to the straight (system will be quiet and is good for long cruises)
valves open: favors straight with some flow to the muffler (will be loud and is best for performance)

I keep the exhaust valve open 90% of the time for everyday street driving. The electronic valves on the RSD Exhaust actually saved me a ton of times from getting exhaust tickets and such. I've been pulled over before and all I did was close the valve and the system became quiet. There are numerous times that this has occurred and I've gotten away from an exhaust fix it ticket ever single time with this trick!
