p.S didn't see the bottom of the pic, that is definitely a multiple exposure shot. There's no way the bottom don't get blown out.

It's a double exposure. Many people use that for night time shots. Some even do even more exposures. I read about it a few years back but never tried it so I don't know 100% how it works either.
