I too would suggest asking Fikse as to what's safe and then try some chemicals such as the already mentioned
Full Effect, or maybe also
IronX or
Tarminator, if safe.
At this point if you've tried claybar and steel wool with minor success, you may be looking at a chemical helping you instead of all the scrubbing (maybe even being better for the wheel) or refinishing if whatever is on there "ate" into the wheel.
