I was in the other coding forum and discovered that PWM_RL_BL_1_FKT_BL is the setting for the AE when low beams are not on. I confirmed it by coding it to a low voltage and it dimmed the AE's with headlights off. However, the default voltage is set at 13V which is why you thought PWM_RL_BL_1_FKT_SL changes both. Hope that helps.
