Cornering bulbs (the inside pair) do not swivel anywhere. Only the primary projectors (the outside pair) can swivel when the steering wheel is turned. Meanwhile the DIY at the link is actually for the cornering bulbs.

You're correct, the inboard headlights (the ones for which the bulb swap DIY is written) do not swivel. I'll reword.
