That's a bit heavy but probably fine for NY daily city drives. Having something that can withstand nasty potholes is probably high on your priority list.

If you're serious about the track, I'd get a 2nd set-square setup in 17 or 18. You can get wheels as low as 17 pounds. That along with R compounds will make quite a bit of difference.
