Question for Maryland drivers.

Hey, my dad commutes to MD, and he just got a ticket in the mail for speeding. (46 in a 35). Apparently there are now radar cars that just drive around and take pictures of speeders w/ radar readout? Is that really the case? I'm just in pure disbelief as this is nothing more than driver tax. You don't even get a safety lecture by a police officer, you never get pulled over, etc. Traffic safety is a lot about having police presense, and this is just a $40ticket that has so many disclaimers about prepaying the fine that you'd think it's a timeshare ad.
