Most forklifts weigh twice what that car weighs. It was struggling going over the bump, not with lifting the car. Most of them use solid tires because of the weight they hold (7,000 pound forklift + 4000 pound load is pretty average), and they tip very easily as a result.

I'd be pissed as hell if that happened to me. Then again, I wouldn't park in the middle of a construction area either.
