Air takes the least resistant path, so if the bumper filter is immersed in water the intake will just suck air from the OEM filter and engine will not be harmed. And if it's just wet and not immersed in water a few (filtered) drops of water will not do anything to the engine.

This has the supplemental filter in the engine bay (in a closed box) so it is very unlikely for the filter to even be touched by water (given the least resistance path I mentioned above).
