Painting in a Public Area

Hey guys,

After looking through the DIY's, i am planning on blacking out the chrome window trims and front grillls of my e92 montego blue 335xi.

The problem is that I live in a condo and they won't allow any car work to be done in the parking lot. I was just wondering, if it's legal to paint in a public are like a park parking lot? Or maybe a private are like a mall parking lot or a TTC parking lot?

If not, are there any suggestions where i can do this? I don't want to do it at a friend's place because i want this to be a surprise.
