It's not required by law, but many people get them just b.c. in case of an accident or anything other (ie tractor loosing wheel and damaging your car) you have a solid proof that you are not at fault.

Having spent a fair bit of time in Hungary, I have seen about 50% of these things in person. I can only IMAGINE what Russia is like. Hungarians drive like absolute maniacs, which was not sooo bad back when everyone drove Trabants, Wartburgs, and Ladas. Now they have cars with real horsepower...

Back in the day the main highway between Budapest and Vienna was mostly one lane in each direction, with a center shared passing lane. And most of the semi-trucks were faster than most of the cars. so you would have two semis going in opposite directions pulling into the center lane at the same time to pass a couple Trabis. Spectacular fun!

Q: When a Trabant gets in an accident, what is the cause of death of the driver?

A: Paper cuts! (if you know anything about Trabants this is hilarious - I owned one for a summer (1992) in Budapest)

It is not required. It is rather a) not restricted by prohibitive laws, b) makes sense, since courts and insurance companies accept the footage as evidence.

Basically, people in Russia have the freedom to use dash cams, so they do use them. People in USA do not have this freedom.

People in USA would also use dash cams and the demand is pretty high (judging by the threads in this forum as well), but it is generally problematic. Firstly, it can land you in trouble if you accidentally film something you are not allowed to film: a cop or a government agent or something of that nature. The US regime is pretty sensitive to the danger of the citizens filming something they were not supposed to film. And, secondly, US courts will simply laugh at you if you attempt to use your footage as evidence. Empowering the citizens with the ability to produce hard evidence is not something the US regime can or would be ready to allow in the foreseeable future.

Basically, the freedom to use dash cams can be seen as a measure of general level of freedom and openness of the society. There is more personal freedom in Russia, hence the more dash cams.

You probably have never been to New York. Compared to New York, Russia is like a exotic air-conditioned car collection where virgins use q-tips to remove dust particles from the cars' finish.
