Get a Bentley manual to explain how it works. Randomly replacing parts without a BMW diagnostic tool such as the GT1, Autologic, or BT tool will only lead to frustration. No one here can help you because there is no way to do this over the Internet. Take the car to a BMW specialty shop if you cannot learn everything there is to know about the N54 boost control system and how to diagnose it.
Otherwise you may be stuck in transport mode. You don't need a JB4 or Procede to deactivate it. You will need a dealer or other shop with a GT1 or Autologic, though.

Update: so last night a friend came over, we unhooked the intercooler and started the car. A few revs and turbos work. When hooking up the intercooler seems its losing boost

Next step is a pressure test of the intake. Also, there is no way to tell whether the turbos are "working" or not just starting the car and running it with no load. You will hear them spinning, but they will spin under any condition unless they're seized.
1) Pressure test intake 2) Check operation of vacuum control system for wastegates. This includes vacuum pump output (at least 20inHg vacuum), all hoses from the pump to the solenoids, and operation of the wastegate acutators themselves.

I know certain 07 DMEs have been known to fail causing misfire issues. I don't know if that is what's happening here but you're getting no boost rather than misfires. It just seems impossible to have 0 boost and not be thtrowing a 30FF code.
Did he give you ANY codes that the car was throwing or explain how he came to that conclusion?

My car has the same problem zero boost it will throw a 30ff code if i stay in it and let it get to around 5k but it takes forever to get there cause of no boost.
It has been at the dealer for a week plus now and they have yet to find the problem. They put new turbos in it a little over a month ago but they say the turbos are working fine and have yet to find a reason for no boost. They replaced the vacuum turbo pump cause they said that was the reason but still have the issue now they say it could be the DME. Car ran great prior to the new turbos and ran fine on new turbos for less than a month then poof went for a drive stepped on gas and car does nothing. It will run normal with no codes just has no power or go when you step on the gas. I have an HFS4 meth kit any way that can be the culprit? |

Make sure the charge pipe is connected to the throttle body. If its off then you won't be getting any boost.

you probably have a boost leak when you put it in 5th or 6th gear at low rpms smash the throttle and then let off abruptly and if you don't here your dv working probably have a boost leak. Get a boost guage best thing for any turbo car.

the car has same response in all gears, even in neutral it doesnt rev up normal. i have a 08 135i and it revs way diff. shop called me today said i have to drive it until cel lights up. they cant see any codes im guessing. this is really frustrating

so i used inpa, car still doesnt have cel on but i pulled these: 2fa4 wrong data set, 2ea1 oil condition sensor-communication, 30d0 wastegate 2 -input signal, 30cf wastegate- input signal, 2e83 electrical cooling pump, low-power and some more, cleared the codes and 2fa4 comes right back on? any idea
