White Oily substance

I was driving for 10 min and was unable to check how much oil. The clock saying that it was checking oil level stayed on. So when I went to go to add a quart of oil I found this on the oil cap. Maybe it's from the cold temperatures?
And finally after adding a quart and driving for awhile it only showed a quarter.

So you are the one that violated my car? I think it's single digit weather that we have right now.

I only violate Audi's and Benzes, sometimes a Honda if I need a cheap and reliable date.
