What To Do: Rear Ended - Back Bumper Scratched Badly

So as some lady was coming out of the parking garage the other day, she completely obliterated my back bumper. Any thoughts as to how I can fix this myself without going to the body shop? At this point I'm thinking sand, bond, prime and paint but I've never done it before so I'm not sure if its a good idea. Any suggestions would be appreciated!

That towhook cover is like 50 bucks itself. Its best to go to a bodyshop. You got her insurance information right? I would go to the most expensive shop you know and get a quote and get a check. take that check and buy a mtech rear and get it painted. At the end you might be making money or breaking even.

It was a hit and run. By the time I got out of my car to inspect the damages, she had already driven off.
