Help in Identifying Black Bar in Engine Bay

Can anyone identify the black bar in the image attached to this post? Facing the engine from the front, the picture was taken of the left-hand side of the engine bay. The bar is next to what looks like the windshield washer filler-cap.

Questions:

1) What is it called?
2) I need to tighten that screw holding it to the body. How many lbs. of torq (if you know)?

I tried searching realoem.com but could not locate a diagram of this part. I was wiping down the pictured section of the engine bay with a rag after adding oil, when that bolt holding that black bar to the body of the car moved. I tightened it with my finger, but I'm gonna need to go at it with a wrench or something.

Any help will be greatly appreciated!

2008 335i E90  [4.00]
This is the strut bar. The E90 has two of them connecting the two strut towers to the body, right next to the windshield wiper area.

Torque is 25Nm (sorry I'm European so it's Metric!).

I just tightened it for now. Tomorrow I'll pick up a Torq wrench and get this thing torqed to spec.

I'm sorry to be so negative, but if you don't know what a strut bar is, should you really be working in your bmw?

to be fair, most cars do not come with these stock, so it is forgivable to not know what they are (especially since you cant see the other end of it)
