E90 Angel eyes like F30

What is the best way to get this look? Just a pure white LED bulb?

I have the Cree bulbs and they are not as bright as the F30 either... still look great though.

The f30's and newer E92's have LED's AE's if I'm not mistaken. I personally have LUX on my E90, which looks great, but no bulb replacement will give you the same look as the new models. The closest you'll get it something like OSS, which costs more, but has better results that a plug and play.

My wife's 2013 X3 Angel eyes are so bright that makes me wanted to find out what kind of bulbs were used. Upon inspection, each ring has it's own LED which are shooting from below the headlights not from the back as we all have. The LED's are attached to a flat wide aluminum heat sink with resistors, IC's etc.

This. The newer AEs are FULL LEDS. Unlike the e9x where the AEs are produced from a light source and then light transferred through tubes (AEs), the newer AEs are made such that each ring is made up of individual LEDS.
(this is why with the e9x the outter rings will ALWAYS be dimmer. The inner and outter rings share the same light source but light has to travel further to the outter rings and and therefore lose intensity going there.)

So unless you do the bavX or OSS full LED light mods (minimum of $600 i believe), you will not be able to recreate the same light intensity and dispersion.
