No. The point of that picture is that chloroform is an extremely potent anesthetic. Pour some on a cloth/napkin, subject it to the victim, forcing him/her to inhale the volatile solution, and knock them out temporarily. Sometimes it can be fatal, as it really is just a crude method of knocking someone out.

EDIT: if you watched King Kong - that's what they used to bring the beast down.
