Its 218km/h for an Auto and 220km/h for a manual. This info is from BMW Aus website when you click on the 3 series links.

No double demerits in Victoria.
However they do have automatic suspensions for people travelling 30km/h over...

Possibly quicker, if you were to drop one out the back of a plane at 30,000ft... However that would probably leave you with the most compact 3 series of all time.
