In summary, there are 3 possible causes of FRM NOT appearing on Fault Code or Module Id Lists, and NOT communicating:
1) Lack or Power Supply/Ground to FRM. Your tests have ruled that OUT.
2) Lack of Bus Communication, in this case, K-CAN bus communication; see Below.
3) Internal Fault in FRM. Since you have TWO FRM's with SAME symptoms, vehicle wiring issue Statistically MORE Likely.

See First wiring diagram at Post #21. So at this point, we're down to:

A) Examine K-CAN Pins/Sockets/Wires at X14260/45 (Green wire) & X14260/46 (Orange/Green wire);

B) Test Voltage at each of those two sockets of X14260 with that Connector disconnected & Ignition ON. Report Voltage Readings.

C) If everything OK in those tests, then BOTH FRM's must be faulty. Send original to Module Repair Shop. Get Money BACK on replacement if repaired original works.

Here are the voltage readings for X14260, ignition switch on.
45: 4.5v
46: 0.5v


(I also took them with ignition switch off just in case that's relevant.
45off: 11.23v
46off: 0.217v)

Original module currently on the way back, and I know the best ways around town without turn signals.

Repaired original FRM was reinstalled and everything just works.

Possibly helpful note: Repairer's instructions were to leave battery connected, lights off, ignition off.
