with the current ethanol/gasoline mix the problem may not be passing the updated standards for HC / CO -- it may be that the ethanol is creating a "too lean" mixture thus leading to problem controlling NoX.. which in CARBs book is the main offender (ozone layer wise) -- or at least it was when i got certified many moons ago..
Remind me again tomorrow. I'll dig up the link.

The regs in question are actually proposed ones, and not in effect at this time.

So far so good! Took the car out around the block and did a couple of heat cycles. She's back in action! Now I just need to put all the other parts back on that the dealer took off (ya, I had the car towed from the dealer to my house after the dealer said they had no clue after 4 days of diag and wanted to start charging ME time)...

BT Diag Tool = Must Have

Here is one source

There's stuff all over the net about the battle between the EPA and CARB. Basically, the EPA officially refuted CARB's claims about ethanol and their attempt to adopt stricter standards than the EPA required. They even provided math to back it up. Then, they discovered their math was "faulty", CARB is threatening to sue, blah, blah, blah....

It can be disputed which sourcing causes more damage to the environment, corn-based ethanol (displacement, processing, etc), or regular gas (considering the guzzling of fuel to patrol the sandbox to keep oil interests in mind). CARB's standards were meant to consider the whole process, from cradle to grave, and they initially found that corn ethanol was worse for the environment in terms of greenhouse gases.

All in all, it's basically just a matter of what glasses you put on to look at the issue. Anyway, corn ethanol is a disaster for numerous issues outside of generation of greenhouse gases.

sounds like a huge circle jerk of politics

CARB is so finicky trying to keep tabs on general b/s and the EPA so underwater with all the trash that ranges form ozone management to super fund sites -- its a wonder that they havent outlawed cigarette lighters
