While that statement is indeed in the OM, (my 2007 says ...API rating of SH or higher...), the statement is taken out of context in your post. The context of that complete paragraph is if you cannot find the approved oil, then you can add small quantities (i.e. "top-off) of other synthetic oils with API of S(x) or higher.

There is a statement that stands alone; is not included as part of a paragraph, and is quite clear: Only use approved BMW High Performance Synthetic Oil.

In the following two separate paragraphs, the owner is told to contact one's BMW Center, or BMW of North America, or visit the website to obtain information/questions of BMW High Performance oils or approved synthetic oils.
