In this case davyk31 says that the house is a 'modern bungalow' with cavity. If so, the the 'dewpoint' should be in the cavity and the internal face of the external wall should not feel 'freezing cold'. Reducing the amount of water vapour created and ventilating rooms is always a good idea, but as I mentioned above this is dealing with the symptom not the cause.

Condensation on windows is pretty much unavoidable in modern properties, because they are very air tight and well insulated. However, condensation on walls and ceilings warrants further investigation.

Even with solid brick walls, if a particular room is colder than the rest of the house this could indicate a problem. In our current house we had an issue with condensation in a small bedroom. I eventually tracked this down to a hidden blockage in guttering. This was making the walls damp and because they were always cold we were getting condensation and mould inside. Since this was repaired the room has been fine, much warmer, with no condensation on the walls at all.
