Anyone having tires rubbing ob fender screw

There is a screw that connects front bumper to front fender on both sides that are rubbing on my tires now that i have used EPK springs and 12mm spacer. I switxhed to 5mm spacer and there is no rub(unless there are two or more people in car). The rubbin is only on that screw. Messing my tires up and i dont like using 5mm spacer...doesn't look as agfressive as 12mm. What to do?
