Exclamation HELP-Headlight Beam Adjustment

So i just installed my new DEPO P90's last night, and from the looks of it everything fits great.

The problem im having is that one of the right side has a nice range for the beam to be adjusted, but the left one can only go so low. The lowest it goes is in the sweet spot for blinding the heck out of people.

Has anyone come across this issue? How to i make the beam go lower?
