Hit a nasty pothole and ruined 2 tires today....

Both passenger side tires are toast! Bad outer sidewall bulge and tear. These are PSS's with ~12k miles on them.

Can I replace just the two damaged ones or do I need to get 4 new ones? I was contemplating getting 4 new and then keeping the two good ones as spares. What do you think?

Can you get the city/town to pay for the damages?

A better option is to buy tires from America's Tire.
They give replacements if you have certificates.
