no build, just buy...lol buy it at Autozone. Bell License plate mounting bracket for $9.99. My bumper was off cuz I was putting the metal brackets on so it was a breeze installing the thing. When I installed it on my other car, I had to take the under shield and wiggle my arm so I can work with the washer and bolt

DUDE! Where were you two weeks ago? I ordered Skene Design low-profile plate mount (similar to your solution but uses two screws to attach to the underside of the front bumper) for $49.99 - it looks GREAT and it's strong/adjustable but I get the feeling there's a pretty healthy-sized profit margin built in.
