Crossmember Bolt underneath is hanging,cant tighten

Crossmember Bolt underneath is hanging,cant tighten
Just got car back and noticed the bolt hanging,tried to tighten and wont do anything?if i push bolt up it spins,if i try to keep it dangling and try to tighten its hard to turn.

The brace? If youre talking about the black part just take it off and inspect. I think it's only 4 bolts

yeah the brace,where the center is ,that bolt is just hanging there
