Another rear view mirror fallen off post

Hi all,

I've managed to pull the metal button off the windscreen and will be attempting to glue it back on. In the pic you can see there is what looks like a thin bit of plastic still stuck to the metal. I've seen this bit of plastic posted elsewhere but not too sure if I'm supposed to remove this prior to gluing or just glue it as is?

Any recommendations for adhesive also very welcome... Thanks!
