50K Maintenance question on rotors / pads

My front rotors are vibrating during braking and they will be replaced w/o a charge. The car has under 10K miles. The dealer is not changing the pads. Is this a normal process? I thought pads had to be changed also when rotors are replaced because pads embed into rotors. I am afraid that unevenly worn pads are going to mess up the new rotors and still have the same vibration.

If so, they'll both be replaced under maintenance, so I wouldn't be concerned.

The pad will conform to the new rotor....you should be fine.
