custom e90 LCI performance bumper??

Hey guys,
I found this pic of e90 lci performance bumper with slits on the bumper next to the front wheel wells. Do you guys know who makes this? Is it some custom one of a kind thing?
It looks kinda nice and subtle, but maybe a little too AMG-ish or Audi RS-ish for my taste... but either way, im interested to know who made it. thanks.

also, i dont read japanese, so if someone could translate, that would be super awesome!
