Forge BPV fitment Q

Is it normal to be able to rotate the BPV once the gray nut is locked down? One BPV sits snug with minimal play, the other BPV has noticable more play it.
This is a concern because I feel air can seep past the BPVs. Another note: I can barely hear the BPV releasing air back into the system.
