Thats correct. Its the design. They outer rings are visible during the night, but during a sunny day, they are dull and hardly visible.

For both of them to be equally bright, I guess we need Joshs' mod.

Car looks spot on with the Xenons fitted. Wait until you drive a car with "normal" headlights again and see how rubbish they are compared to the Xenons!

Finally cracked it. I can confirm that my high beam is working as it should work in bi-xenon fitted car (even without the low beam on). I did not add OEM wiring but used a hack and coding to work it out.
