This is a very good question, and there is a very good explanation.

When you first buy the hotdog buns, they are compressed and shaped perfectly for the package. When you first reach in to grab the first bun, they are attached at their sides. You'll try to grab one bun and rip it off but end up tearing another piece of the bun off. More than likely, you'll destroy half of a bun when trying to get the first bun. The 2nd extra bun is just incase you didn't learn from the first bun
