Front Bumper Scratches, REALLY BAD.. (Suggestions?)

I bought a 2008 328i for a good price, although one of the downfalls was this front bumper issue.

Obviously this person did not care enough to slow down before dips.

What can be done about this? Do I need to get a complete new bumper? Suggestions?

Looks like a good excuse to get the m-sport front.
