Please help me!

I recently had St Coilovers installed and its been hell trying to get my wheels to work with my car. I currently have 18x9.5 et 22 rim size square set up with PSS 265X35 rear and 235X40 in the front. I just rolled my fenders this morning and it's still not clearing my tires in the front and rears. I have the coilovers adjusted to there highest setting and its still not working. Please help! I dont know what to do from here? Do I need new rims with a different offset? I was told buying new tires would work and it didn't. It did help in the front but not enough, i can only turn the wheel half way before hitting the tire. The front fenders you can stick your fingers in the gap between the fender and the tire. The rears you cant fit anything, maybe a credit card but not much more. What should I do from here? I've been reading all these form online of people running much bigger set ups then i am and there not having as many issues as me. My car is not even drivable, what am i doing wrong or not understanding ? I would like to avoid having to shave my fenders if i can.

If I do need new rims what offset can I use without changing my new tires?
