Plastic cover on bottom of car loose

I noticed the plastic cover (what is this called?) on the bottom of my 2006 325i right by the back drivers side wheel has a tiny mud flap looking thing in front of tire. I noticed that it is hanging a little low and you can see where two stems are attached to the top side of the cover, I tried to push the cover where the stems line up back in the bottom of the car but it wont stay, I guess the top parts snapped off? How do I go about fixing this and please forgive the crude description as I have no idea what this part is called. I hope someone understands from my description what this is and can help me out... Thanks!

you can replace the panel/cover if needed, but the dealer can also get you just the brackets if they broke. I needed all my panels and brackets replaced after I straddled a huge dead deer that someone had just killed and left in the road, came a round a corner at night, there it was in the middle of the road, the panels cracked and some were hanging from the car and dragging.

What is this tiny mud flap at the front of the rear tire for anyways?

It's not a mudflap. It redirects air around the wheels. You'll notice there are others in front of the front wheels too.

It's for aerodynamics. When driving at speed, the air becomes turbulent when it encounters the wheels. The flaps redirect the moving air around them. Our vehicles are quite aerodynamic underneath. That's one of the reasons we have so many plastic panels under there.
