Does anyone know how to do it without going to the dealer?
The dealer quoted $350 USD and will have to leave the car there for a few hours.

I did see some help being provided for only Europe and North America. Any for us in Japan?

I have the data to do all regions of navigation maps, including Japan. However, the newest maps for Japan is 2013. For some reason BMW is completely skipping a 2014 update for Japan and a new map update isn't on their schedule until the 2015.
