I'm sure it's illegal if somebody wanted to get anal. Other than the Police and the certain diplomatic vehicles, blue emergency lighting can only be used on signed vehicles, i.e. should be clear it's an ambulance, fire, coastguard or whatever. Otherwise it should have green beacons or strobes.
