Question for people that have done vacuum line leak test

I'm pretty sure I have a very tiny vacuum line leak somewhere. My car will hit target boost but will have a hard time hitting target boost past 4500 rpms and I do hear a small high pitch noise at WOT. I already did a boost leak test and it's not that.

My question is for people that have done a vacuum line leak test. What does your vacuum gauge read at idle at 100% dwp (default waste gate position)? Mine read 20" of vacuum pressure. I feel like it should read more if there is no leak but I'm not 100% sure.
