Is it really that much more difficult to remove the speed limiter on the NA n51/2 motor than the n54/5?

It seems like speed delimiters on the N54 could be had cheaply and that most legitimate tunes could remove the limiter easy. Now I think that AA is working on removing the limiter for the N52 and am not sure if the Gintani removes this, but how come this hasn't become a widespread mod yet??

The AA tune does remove the speed limiter on the N52
