erratic boost without target_boost

Hey guys, car boosts fine above 3 psi, however below that it's boosting when boost isn't required... any ideas what could be causing this ? ... I recently swapped a bad pressure converter on the front turbo, maybe it's WG needs calibration ?

I think you may be a bit confused in regards to your terminology unless your car has unintended acceleration issues and is secretly masquerading as a Toyota.
