On 20s or smaller wheels? With or without fender work?

Never seen 21s, I think the diameter would be too large to turn the wheels in the front.

20's is doable but the tires get ridiculously expensive and you're limited to where you can and cannot drive your car (potholes, etc). I dont think correct tires are available in the 21" size.
