Loud spinning sound after WOT pull?

I have 07,355i .JB+ dual cone intake filters,factory elbow delete to the charge pipe. I went with a 3" 45* elbow with reducing couplers and t bolt clamps. Anyway when ever I'm about ten MPH in drive sport and punch it to high RPM when I let of I hear the engine or turbos whining down its pretty crazy loud ...Is that normal? Is that the turbos spinning down? But other than that it pulls nicely and runs smooth.

It's your radiator cooling fan. The non-turbo cars do it too.
