Seller made a mistake. Unless he was lying, that means his honest belief at the time of sale was that the bulbs were Phillips. I don't see how that helps.

Again, we all know what the remedy should be. Realistically, none of our pitchforks can help the OP but for maybe some sympathy and empathy of his situation.

Without knowing market value of these bulbs, a $40 partial refund does not seem unreasonable but of course you have a right to a full refund. Problem again is that this is was not a real sale. It was a gift of $160. "Seller" sent you a gift back of grilles and bulbs. Unless seller has some moral epiphany I just don't see this thread ending with a full refund to you.

I'd just take the partial.

Even if the whole forum sides with you, there is not much you can do when the seller does not cooperate fully, you have gifted the money, even worse with Paypal balance.

I guess just be happy he is offering a refund at all.

It's pretty clear he doesn't mind the heat and is clear on his stance. You have stated your grievance (in the wrong subforum no less--for exposure I understand) and let us all know of seller's business practices. Unless there is some emotional appeal to damage his reputation further, which you are certainly entitled to do unless it's against forum rules, I say you move on.

Oh and as for all of the people here getting involved about it, thats what everyone is SUPPOSED to do. Thats what helps weed out the bad (well usually). I would say your pretty lucky he just posted here and didnt put your personal info over on 4chan- those guys woulld have you for lunch...literally. Its pretty easy (although time consuming) if you have the skills to track down someone if you have their personal info. finding out things like where you work etc... yeah, those guys would have some fun with this one... so, be happy and give him his money back. You may even get a call from the police. This is fraud, plain...simple... fraud. It might even be mail fraud and postal inspectors are a nasty bunch. I know one personally.
Even if you tried (in your mind) to make it right, and of course this is all based on the info here so I may be wrong, but he never agreed to accept a partial refund if the item was not what he wanted so adjusting the price is a joke.

Second_2_nun: call it customer service, call it PR, call it marketing, call it whatever you want (misspelled, of course). Rule #1 is always "the customer is always right". Instead of one upset customer, you have many (50 maybe?) who will never buy from you and an audit trail of your credibility.

He shouldn't have to. If what he said is true, and he clearly stated the he would only buy the bulbs if they were MTEC or Phillips, and you responded that they were genuine Phillips bulbs, then you lied. There isn't anything to argue about. You knew the seller was only interested in purchasing a certain brand of bulbs and you (either intentionally or by mistake) misrepresented them. As such you should refund the whole purchase price and take the bulbs back.
